NCAA Basketball Proposed Rule Changes

New Rule: Minimum .3 Seconds 

"A mandatory minimum of 0.3 second be taken off the game clock when the ball is legally touched."

This again looks the NCAA searching for more consistency.  I won’t pretend to guess how accurate this really is.  But here we are looking at very few situations where the rule would apply in tip-ins to beat the shot or game clock.
