Wisconsin athletic director Chris McIntosh released a statement boldly declaring a bigger investment in football going forward. That statement was meant to inspire confidence that money was going to help fix the mess of the woeful Badgers. However, it seems to have brought forth scorn from the fanbase and didn't even inspire recruits.
The next day, a 3-star Wisconsin linebacker commit, Jack Janda, decided to visit Iowa and Michigan State. This officially puts him on a flip watch. Either this recruit is playing chess by seeing if that investment is going towards him, or he doesn't believe it's true, or it's simply a recruit noticing the state of the program and looking around.
It is most likely the latter, but the timing couldn't be worse for a poorly executed release statement by McIntosh.

The Spartan visit is an OV. Schools are re-visiting him as a defensive lineman.

Jack Janda took a visit back in May and committed in June. Now, a few months later, he's looking around while not officially de-committing. That's usually a bad sign for the program the player is committed to.
Wisconsin has already lost one of its best recruits recently, and its highest-rated one has a crystal ball towards Ohio State. The program is a mess, the recruiting is falling apart, there isn't a single win on the field coming, and yet Chris McIntosh is naive enough to think a few more dollars is going to level it all out.
Recruiting is a fickle thing anyway, and nothing fixes recruiting like winning, but if you aren't winning, even more money is hard to sell a recruit. It's hard to see how things get any better if something dramatic doesn't change. And more and more recruits may be leaving for other places.
