Big Ten football power rankings after spring portal closes: Did Badgers get better?

The spring transfer portal window is officially closed, so where do the Badgers stand in the Big Ten?

In the spring window, Rutgers managed to lose just one player, but they weren't able to bring anyone else in as a replacement for for depth on the roster. It doesn't look great that they also only brought in five players from the portal altogether.

The Scarlet Knights went 7-6 in 2023 and 3-6 in the Big Ten, so they can improve in 2024, but with tougher competition, they could have benefitted from bringing in more talent from the portal.

Rutgers lost a lot of players to the portal, and they did not bring in as many as they probably should have to make up for the losses. It will be hard to say that Rutgers will be very competitive in 2024.
