Jim Rutledge went too far with his Wisconsin basketball take on ESPN Madison. It was on the levels of Stephen A. Smith or Skip Bayless, bad. Rutledge took the air to tell Wisconsin fans to lower the expectations of Badger basketball, saying, "Wisconsin is far closer to being a mid-major than a blue blood."
Rutledge's rage bait brought a pile-on from Wisconsin fans. It was aggressive enough that Rutledge posted on social media that he was trying to defend Greg Gard's low budget. That his NIL spending ability is closer to a mid-major than a blue blood.
The fans weren't the only ones who disagreed. Frank Kaminsky jumped in the conversation, saying, "This is, without a shadow of a doubt, one of the absolute worst takes I've ever seen on the internet."

Jim Rutledge has insane statement but is there some truth to the words?

Most fans took it to mean "level of competition." As if Wisconsin is closer to being Garner-Webb than they are to being Kansas. Yet, it does appear that Rutledge is thinking and trying to explain the budget. However, it's still a tad outrageous.
If blue bloods are spending north of $15 million on their roster. It's estimated that the average mid-major is somewhere around $525,000-$2.3 million. It's unknown how much Wisconsin spends, but according to reports, the average Big Ten program has around $8 million to spend on NIL. Let's say it's lower than that, and it's $6 million.
His statement may not be as outrageous as you think. However, the outrageous part is that you shouldn't expect more from the program. That Wisconsin fans should simply be content with a first-round exit. Greg Gard isn't going to be content with that... even if he hasn't quite cracked the code. Neither should fans. Frank Kaminsky couldn't believe it and thought it was the worst take ever.
